Why do the area around my lips get horribly red and/or extremely dry?

I try putting chapstick on or cortizone but neither of those really help. i dont understand why this is happening, its not winter here and it just randomly occurs and its so annoying and embarrasing any ideas to why this occurs or how to stop it?
